When I enable this option:
I'm expecting the notification to omit PRs that have an approval. It sometimes does and sometimes doesn't. At the moment I have two approved PRs meeting the staleness threshold. With this option disabled, I'm notified on both PRs as expected. When the option is enabled, I'm notified on one PR but not the other. I don't see what the difference is between the PRs; in my mind it should skip both of them.
There's another issue relating to this feature reporting the opposite problem: they're expecting a notification but not receiving it.
