Updated to Gradle 7.0 and License Plugin 0.16.1 simultaneously which gets around the issue with the License Plugin update not working with Gradle 6.0+.

I did run the wrapper task after Gradle 7.0 was downloaded. It did not update the jar. Appears that no changes to the wrapper occurred in 7.0.
