Describe your change:

Delete requirements.txt because dependencies are in pyproject.toml

Also, streamline the build based on all the progress on Python 3.14 build wheels.

  • Add an algorithm?
  • Fix a bug or typo in an existing algorithm?
  • Add or change doctests? -- Note: Please avoid changing both code and tests in a single pull request.
  • Documentation change?

CONTRIBUTING.md should be updated to not mention requirements.txt
