Description
If you use the new HAProxy Community performance packages, apt on Ubuntu gets stuck in a situation where it thinks haproxy isn't installed because it's under the package haproxy-awslc.

Unpacking dataplaneapi (3.2.7) ... dpkg: dataplaneapi: dependency problems, but configuring anyway as you requested: dataplaneapi depends on haproxy; however: Package haproxy is not installed. apt --fix-broken install Reading package lists... Done Building dependency tree... Done Reading state information... Done Correcting dependencies... Done The following packages will be REMOVED: dataplaneapi 0 upgraded, 0 newly installed, 1 to remove and 98 not upgraded. haproxy-awslc has a conflicts in it's package on haproxy so I can't install a dummy package to resolve this.
