HAProxy Community performance packages causes unmet apt dependency

If you use the new HAProxy Community performance packages, apt on Ubuntu gets stuck in a situation where it thinks haproxy isn't installed because it's under the package haproxy-awslc.

haproxy-awslc has a conflicts in it's package on haproxy so I can't install a dummy package to resolve this.

This is not a dataplaneapi package issue, but more haproxy-awslc issue given it needs Conflicts/Depends/Replaces field set to haproxy to keep providing compatibility and replacement feature. I've passed this on to our engineering team already, it's being worked on.
