This PR clarifies the roles of the two glossaries in the Korean Localization Guide and adds a new Best Practices rule for English term inclusion when localizing entries in the Kubernetes Glossary.
This change reflects the consensus reached during the Korean Localization regular meetings and aims to reduce confusion and improve consistency in future contributions.
