Add S3 Tables to the list of supported services so that tflocal can work with S3 Tables

Simple and clean service addition! The PyPi package is part of the localstack org now, so all org maintainers can publish the package (including me). Happy to publish the release, however, @simonrw is explicitly maintainer on the package on PyPi.
