I've added a new parameter to support creating the activemq configuration file as an ERB template. A sample one is in the template directory which is largely based on puppetlabs/activemq, but also contains some sane looking defaults from activemq's package maintainers. Additionally, because the configuration file may contain credentials I've constrained the file permissions.
