[FEAT] Add name filter in get_projects tool

**Summary**
Add `name` attribute for filtering in `get_projects` tool.

**Motivation**
To check components bound to a specific project, a project_id is required. For better user experience, the system should accept a project name as input and include logic to convert it to the corresponding project_id.

**Proposal**
Add `name` attribute in `get_projects` tool.
