This reverts the core of python#100618 while leaving relevant documentation improvements and minor refactorings in place.

See the linked issue for discussion. Basically the new warning is showing up too often for the wrong people. We need to be conservative on warnings such that they're meaningfully directly actionable for a good purpose to everyone who sees them.
