Move the private _PyErr_WriteUnraisableMsg() functions to the internal C API (pycore_pyerrors.h). Move write_unraisable_exc() from _testcapi to _testinternalcapi.

Windows x64 job failed on downloading OpenSSL. I re-run the job to see if it has been solved. |

It failed again at "Fetching openssl-bin-3.0.9..." :-( I trigger a new job... and this test, openssl-bin was downloaded successfully. |
