Tests / macOS (pull_request) Failing after 14m

I created issue gh-110083: test_signal: test_stress_modifying_handlers() crash with SIGSEGV on GHA macOS (macOS-12.7).

Tests / Windows (x64) (pull_request) Failing after 27m

Unstable tests:

2 re-run tests: test.test_asyncio.test_events test_threading Result: FAILURE then SUCCESS

Windows x64 failed with FAIL: test_wait_for_handle (test.test_asyncio.test_windows_events.ProactorTests.test_wait_for_handle): issue gh-110088.
