GH-109975: Copyedit 3.13 What's New: Other Language Changes

A copy-editing pass for other language changes. Next will be improved modules.

Summary of changes:

• Organise bullets into rough categories of compiler/interpreter/etc, environment variables, datamodel, builtins, and stdlib. Sort bullets in a sensible order within those rough categories.
• Move several bullets that are simply describing changes in stdlib modules to the relevant Improved Modules subsection.
• Add examples to a couple of bullets
• Phrase entries in the present tense
