The build failure is caused sphinx-inline-tabs not being compatible with docutils 0.22 yet.

pradyunsg/sphinx-inline-tabs#51 will fix it.

If we want to use the latest Sphinx, we can pin to old docutils 0.21 instead, but I don't see a need right away and we can wait for sphinx-inline-tabs.
