Simplify Release workflow and Add windows zip in the release artifacts

Description

Simplify the release workflow by leveraging the existing repair steps in test-infra. Reuse as much as possible from test-infra and unify workflows where feasible.

Build & Test

build-test-linux-x86_64 → build-wheel-linux + test-linux build-test-linux-aarch64 → build-wheel-linux + test-linux build-test-linux-aarch64-jetpack → build-wheel-linux + test-linux build-test-linux-rtx → build-wheel-linux + test-linux build-test-windows → build-wheel-windows + test-windows build-test-windows-rtx --> build-wheel-windows + test-windows 

Release

release-linux-x86_64 → build-wheel-linux release-linux-aarch64 → build-wheel-linux release-windows → build-wheel-windows
