pyproject.toml: Update Python versions + project URLs

• Update minimum Python version to 3.10, to match https://github.com/spdx/tools-python/releases/tag/v0.8.4
• Add project.urls
  • Use example from https://packaging.python.org/en/latest/guides/writing-pyproject-toml/
• Remove license info from the classifiers (deprecated, use SPDX License Identifer instead in license)
  • The License :: OSI Approved :: Apache Software License line will cause error in newer version of setuptools (see example log)
• Remove zip-safe = false setuptools config (issue Remove use of __file__ #257 got fixed; the config is also deprecated)
• Sort the dependencies
