This issue requests revisiting the t-string section of "What's New in 3.14" now that t-string docs are starting to take shape.

I took a pass at this. It echos the latest wording elsewhere in our docs.

I wonder (a) if it's a little too HTML-centric (the current text is HTML-centric, too), and (b) if the lower_upper() and html() examples are similar enough that we only need one of them.

I took a look. Very good improvement: the lead-in is simpler and better, the examples are better, and I certainly ❤️ the mention of returning an Element.

@davepeck apologies for the radio silence here. I've incorporated your suggested changes from this PR into #139543, and I've gone a bit further and reduced some duplication by removing the html function. link to the rendered version here.
