Update guzzle/parser composer dep version to match react/http-client so they can both be installed together.

Looking at the file's history revealed this commit that initially raised the required version: 3bdf903

The relevant commit does not affect the code at all and only raises the dependency. Perhaps we can check if we can loosen the required version to support both ~2.8 and ~3.0 like this:

"guzzle/parser": "~2.8|~3.0" 

(This would be in line with the suggested changes in reactphp/http-client#2 (diff))

It seems there weren't any changes from 2.8 to 3.0. Being a sub-tree split I'm assuming the API changes were in other parts of the repo.

Remove 7.1 from the CI matrix because psr/http-message ^2.0 requires 7.2 or later.
